Top immigration experts are slamming the Biden administration’s plan to create so-called “in-place parole” eligibility for illegal immigrant spouses of U.S. citizens.
The idea of in-place parole originated from a memorandum drafted by President Bill Clinton in 1998 and has been used since 2016 to classify non-citizen immediate family members of U.S. service members.
An upcoming executive order expanding this structure is expected to protect up to 500,000 illegal immigrants from deportation.
Former ICE acting director Thomas Homan said the move would cause further harm to the United States and lead to an increase in marriage fraud because the policy focuses on spouses.

“This administration is doing nothing to secure the border, they are just running a scam,” Homan said. “This is just another temptation… for more illegal aliens to cross the border to take advantage of the giveaway program.”
Homan, who served in the Trump administration, previously said he wanted to help craft a “historic eviction plan” if the real estate mogul was elected in November.
He told reporters that a parole-in-place program would incentivize illegal immigrants to risk crossing the southern border and simply “hide out” until a similar program emerged to offer them amnesty.
“The death toll is at an all-time high, the number of American citizens dying is at an all-time high, the number of terrorists crossing the border is at an all-time high. So what’s your focus? Let’s do another giveaway program that will get more people to come. This one It’s just a political strategy,” he said.
There are several conditions to qualify for the program, one of the key stipulations is that the spouse must have lived in the United States for at least 10 years, be in a legally valid marriage to a U.S. citizen, and must have a clean criminal record.
Joe Edlow, former acting director of U.S. Citizenship and Immigration Services (USCIS), added that the federal estimate of up to 500,000 eligible people eligible for in-place parole is a minimal number at best.

Edlow believes the Biden administration has essentially “shut down” immigration enforcement for four years, so the actual number of people who will be allowed to remain on U.S. soil through parole is uncertain.
Regardless of whether parole allows 500,000 or more people to come or stay in the United States, it essentially creates a 51st state, said another expert who has studied the issue.

Dr. Kevin Roberts, chairman of the Heritage Foundation, served as university president in Wyoming, the 50th most populous state. He said the Biden administration would actually add another collective population gap with 49th-ranked Vermont.
“[The White House] Details have been spelled out and will be released soon for what we believe will be the largest mass amnesty program in American history. This is no exaggeration. It’s true,” Roberts said.
“Combined with the more than 10 million illegal immigrants who have lived in Wyoming, plus the population of the entire state, it can fundamentally reorder America,” he said.
As of the 2020 census, Wyoming had just over 576,000 residents, while Vermont had about 643,000 residents.
The White House and ICE did not respond to requests for comment for the purposes of this article.
