The Biden administration is finalizing a new rule to reduce the risk of flooding impacts.

The U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) today released the final rule implementing the Federal Flood Risk Management Standards (FFRMS). The standard is a flexible framework that improves resilience to flooding and helps protect communities.
In recent years, floods have occurred in communities many times, threatening lives and property. Previous methods based on historical data are outdated. By using the best available science and technology, FFRMS strengthens FEMA’s standards to incorporate current and future flood risks, making taxpayer-funded projects more resilient to flooding,
Protect federal investments and reduce the risk of damage and loss from flooding. In addition, FEMA will pay
The applicable federal cost share for implementing FFRMS is typically 75 percent or more.

This rule allows FEMA to consider the best available science to improve program and community resiliency to increasingly severe flooding conditions. This standard applies to FEMA-sponsored actions involving new construction, major improvements, or major damage repairs.
