According to ESPN, the draft notice of charges to be submitted to Michigan State includes penalties for head coach Sherron Moore and five former staff members. The NOA is related to the investigation into the advanced reconnaissance program orchestrated by Connor Stallion, but many of the charges stem from other activities.
Moore’s name was reportedly mentioned because he deleted text messages with Stallions from the day news of his alleged plans broke. The information was later recovered and Moore “subsequently provided it to law enforcement officials,” the report said.
There is currently no information on the content of the text messages.
The NCAA may penalize Moore as a “repeat offender” due to a negotiated settlement of recruiting violations amid Covid-19 deaths.
According to the report, former head coach Jim Harbaugh “was accused of being uncooperative because he refused the NCAA’s request to see relevant information on his personal cell phone and call records.”
The report states that Michigan State itself was charged with Level 1 violations “due to its “pattern of noncompliance within its football program” and institutional efforts to impede or obstruct the NCAA’s investigation.”
According to the report, Chris Partridge, Steve Klinscale, Denard Robinson and Jesse Minter were found to have recruiting violations:
“Partridge, Clinkscale and Robinson are all accused of providing impermissible benefits to recruits in 2023, including paying for recruits’ meals and providing recruits with team equipment. Clinkscale is also accused of helping recruits get verified on Instagram and issuing a $100 check golf charity event hosted by recruit’s father Patridge and former defensive coordinator Jesse Minter were charged with a second-degree violation for sending text messages to a high school sophomore recruit.
When it came to the Stallions and the advanced scouting program being investigated, there was no mention of a connection to the coaching staff. However, the report details for the first time that “multiple team interns and at least one other full-time team employee were aware of and participated in the scheme.” Stallion led the men to believe that what they were doing did not violate the rules, the draft said.
The report also states that NOAA will confirm long-held assumptions that Connor Stallings was indeed on the sideline for Central Michigan’s game against Michigan State. Stallings had one backup pass and was wearing Central Michigan gear, showing the coordination between Stallings and someone at Central Michigan. NOA did not explain how the Stalions were on the sidelines or Central’s coordination. This may reach the center through NOA.
This is just a report on a draft notice of charges and we will have to wait to see more details when the final NOA is delivered. Of course, this is just the beginning of a process that could drag on until the summer of 2025 before any resolution is reached.
